NBA free agency is suppose to be about making your team better for the up-coming season. Some teams have done that and others have done nothing and will have virtually the same roster as last year. However, some team's moves, or lack thereof, have caused them to land on this list of losers for the off-season. It's not so much what they have done is bad, they just won't help the team in the upcoming season.

Dirk Nowitzki will have his head down a lot this season thanks to the Mavs roster moves.

There's always competition to see who can "win the off-season." There are no actual games but signing key free agents or finalizing a blockbuster trade could be enough to get the fans, players and city excited about the team's upcoming season. It doesn't mean that the team will perform well; but, at least for the time leading up to the season, players and fans can have some bragging rights.
